Jim Elliott
Jim Elliott is a Senior Trainer on the NHRS Team. Jim recently completed a highly successful USCG career spanning 25 years. His final command position was as Commanding Officer of Marine Safety Unit Galveston where he managed commercial vessel inspections, marine investigations, port safety and security, and marine casualty response operations in the Ports of Galveston, Texas City, and Freeport, and on the Gulf Intracoastal Waterway and U.S. Outer Continental Shelf. While serving as Executive Officer of the USCG’s Gulf Strike Team, he earned multiple awards directing national responses to oil and hazardous material spills, marine salvage operations and natural disasters. During the historic responses to hurricanes Katrina, Rita, and Ike, and the Deepwater Horizon oil spill, Jim served as an Incident Commander and FOSC.With over two decades of leadership experience in marine casualty response operations, Jim has numerous qualifications in incident management, including the Type-1 Incident Commander, FOSC and National Strike Force Response Officer certifications. He is also a certified Incident Command System (ICS) Lead Instructor, Certified Environmental, Safety and Health Trainer (CET), Certified Instructional Technologist (CIT), Certified International Maritime Organization (IMO) Oil Spill Course Instructor, Registered Environmental Manager (REM), Certified Hazardous Materials Manager (CHMM), and Certified Environmental Professional (CEP) with worldwide experience teaching ICS, marine pollution response and incident management courses.With over two decades of leadership experience in marine casualty response operations, Jim has numerous qualifications in incident management, including the Type-1 Incident Commander, FOSC and National Strike Force Response Officer certifications.
